About Sarıyer

Short answer

Sarıyer is a good place to buy for families, long-stay residents and villa or Bosphorus-view buyers who value forest, space and the upper Bosphorus villages. Maslak homes sit on the M2 metro; most coastal and inland areas depend on cars and ferries.

Sarıyer is a good place to buy if you want the upper Bosphorus, forest on your doorstep and more space than the inner city offers. It suits families, long-stay residents and buyers looking for a villa or a view apartment. It suits less well someone who wants a cheap, walkable flat with the metro at the front door, because outside Maslak much of the district is built around the car and the ferry.

Where it is and how it feels

Sarıyer is the large district at the top of the European shore of the Bosphorus. Its southern edge starts around Rumelihisarı, the Ottoman fortress built for the conquest of the city, and it runs north through Emirgan, İstinye, Yeniköy, Tarabya and Büyükdere to Sarıyer's own centre and Rumeli Kavağı. Beyond that it takes in the Black Sea coast west of the Bosphorus mouth, including Kilyos. Inland, a large part of the district is forest: Belgrad Forest is divided between Sarıyer and Eyüpsultan.

The feel changes every few kilometres. Maslak and Ayazağa, next to Istanbul Technical University's Ayazağa campus, are a business district of towers and residences. Drop down to the water and you are in old fishing villages with fish restaurants, tea gardens and Ottoman wooden seafront houses (yalı). Go north-west into Zekeriyaköy and Bahçeköy and you are among detached houses and trees. Buyers often underestimate how far apart these places are in daily life. A villa in Zekeriyaköy and a flat in Maslak share a district name and very little else.

Neighbourhoods inside Sarıyer

  • Maslak and Ayazağa — office towers, residence blocks and the İTÜ campus, on the M2 metro.
  • İstinye — an old fishing port with tea gardens by the sea, a ferry pier, the state hospital and newer residence projects.
  • Emirgan — ferry pier, the Sakıp Sabancı Museum and Emirgan Grove, home of the annual tulip festival.
  • Yeniköy and Tarabya — Yeniköy pairs hillside villas with old houses by the sea; Tarabya is an affluent area known for its fish restaurants.
  • Büyükdere and Sarıyer centre — older quiet streets plus newer apartment blocks, the Sadberk Hanım Museum, ferry piers, the fish market and a long row of fish restaurants.
  • Zekeriyaköy and Bahçeköy — inland, close to Belgrad Forest, mostly detached houses and villa sites.
  • Kilyos, Rumelifeneri and Garipçe — Black Sea coast and the northern mouth of the Bosphorus, quieter and seasonal in feel.

Getting around

Rail only covers the inland spine. The M2 metro runs from Yenikapı through Taksim, Şişli and Levent to Hacıosman, with four stations in Sarıyer: İTÜ-Ayazağa, Atatürk Oto Sanayi, Darüşşafaka and Hacıosman. Metro İstanbul gives the full line as 23.49 km with 16 stations and a 32-minute one-way journey, operating from 06:00 to midnight (accessed 2026). For anyone working in Levent, Şişli or Taksim, a home within walking distance of these stations changes daily life.

The shoreline villages depend on the coast road, buses and ferries. Şehir Hatları runs a Rumeli Kavağı to Eminönü line calling at Sarıyer, Büyükdere, İstinye, Emirgan, Bebek, Arnavutköy, Ortaköy and Beşiktaş. Its current timetable also lists Bosphorus lines between Beykoz and Sarıyer, İstinye and Çubuklu, Kadıköy and Sarıyer, and Anadolu Kavağı, Rumeli Kavağı and Sarıyer (accessed 2026). Ferries are pleasant but not frequent, so check the timetable for the pier you would use before relying on it for work.

By car, the district has a Bosphorus bridge at each end. The Fatih Sultan Mehmet Bridge, opened in 1988, lands on the European side at Hisarüstü just south of Rumelihisarı. The Yavuz Sultan Selim Bridge connects Garipçe in Sarıyer with Poyrazköy in Beykoz and opened on 26 August 2016 as part of the North Marmara Motorway (Ministry of Transport and Infrastructure, 2023).

  • Metro corridor Maslak and Ayazağa homes near the M2 suit commuters and are the easiest to rent to professionals without a car.
  • Ferry villages İstinye, Emirgan, Büyükdere and Sarıyer centre have piers, which makes a car-light life possible if your hours are flexible.
  • Car country Zekeriyaköy, Bahçeköy and the Black Sea side are really for car owners. Ask the seller about parking and school bus routes.

Daily life: health, schools, green space

For public healthcare, İstinye State Hospital (İstinye Devlet Hastanesi) is in the district and has an emergency department, according to the hospital's own website (accessed 2026). If you plan to use private healthcare, check which hospitals your insurance covers and how long the drive is from the streets you are considering.

Education is a strength. Istanbul Technical University's Ayazağa campus has its own M2 station, and Koç University's campus sits in the forest in the north of the district. Darüşşafaka station is named after the Darüşşafaka school next to it. Families comparing private and international schools should visit them during the inspection trip, because the commute to school often decides the neighbourhood more than the house does.

Green space is the main reason many families choose Sarıyer. Belgrad Forest, with its Ottoman reservoirs and aqueducts, lies partly inside the district, and the Atatürk Urban Forest has entrances near Darüşşafaka and Hacıosman stations. The coast gives you the Bosphorus shore, Emirgan Grove and the Black Sea at Kilyos, where some residents swim even though the rocky coast and strong currents make it risky. Culture is close too: the Sakıp Sabancı Museum and the Sadberk Hanım Museum are both in Sarıyer.

  • Families Forest, universities and school options make Sarıyer a common choice for families staying several years.
  • Outdoor life Forest walks, the Bosphorus shore and the Black Sea coast are all inside one district.
  • Renting out Metro-side flats in Maslak are the simplest to let; villas and seaside homes take longer and attract a narrower group of tenants.

Homes you will find and what to check

TFF currently lists mainly apartments and villas in Sarıyer, with the occasional plot of land. On the apartment side you will see residence projects in Maslak and İstinye such as RAMS Park House Maslak and Seba Center Residences İstinye, and Bosphorus-view flats and duplexes on the slopes above the shore. On the villa side the listings cluster in Zekeriyaköy and Tarabya, for example Villas in Zekeriyaköy Sarıyer for Sale and Bosphorus View Villa for Sale in Tarabya.

The most important local rule is the Bosphorus Law, Law No. 2960, adopted in 1983. Its stated aim is to protect the cultural, historic and natural values of the Bosphorus area and to limit building that would increase population density. It divides the area into the shoreline strip, the foreground view zone, the background view zone and the impact zone, each with its own planning rules. In practice this is why Bosphorus-view land is scarce and why an old house on the hill cannot always be replaced by something bigger.

  1. Zoning status Ask which Bosphorus Law zone the property is in and what the current zoning plan allows, especially for villas, plots and renovation projects.
  2. Building age and permits Turkey's current earthquake regulation was published in March 2018 and took effect on 1 January 2019 (AFAD). Ask for the building permit date, the occupancy permit (iskan) and, for older buildings, an independent structural report.
  3. Title deed type Confirm the property has a proper title deed with completed occupancy, not a share in a plot, before paying a deposit.
  4. Running costs Gated villa sites and residences charge monthly service fees. Ask for the latest management statement and add it to your yearly holding costs.
  5. View protection A view can be lost to a future building on a plot below. Look at what is in front of you, not only at the window.

Who it suits and who should look elsewhere

Sarıyer works best for buyers who will actually live here, or let to tenants who value space and greenery. It is less of a fit for short, high-turnover rentals.

  • Families who want gardens, forest and access to universities and schools.
  • Professionals working in Maslak, Levent or Şişli who can live near the M2.
  • Buyers who want a villa while still living inside Istanbul.
  • Long-stay residents who enjoy the Bosphorus villages and ferries.
  • People who want to walk to the historic peninsula or nightlife every evening.
  • Buyers who do not drive and are looking at inland villas.
  • Anyone expecting a quick renovate-and-extend project on Bosphorus land without checking zoning first.

Buying here as a foreigner

Foreign nationals buy in Sarıyer through the same title deed process as anywhere else in Istanbul; our buying process guide walks through the steps. Each foreign purchase is checked against military prohibited and security zone rules, which the land registry handles under its circular on those zones (TKGM, 2013/14). This matters more for land and remote plots than for city apartments, but your lawyer should confirm it for any property.

Many Sarıyer apartments and villas are priced in the range that buyers consider for citizenship by investment. Whether a specific property qualifies depends on its appraisal value, the payment trail and the rules in force on the day you buy. See our Turkish citizenship page for how the process works.

How TFF can help

We arrange viewings across Sarıyer, and if you cannot travel yet we do live or recorded video tours so you can judge a view, a street and a building before you book flights. Through the purchase we support you with the legal and title deed side together with your lawyer, and after the sale we stay available for practical matters such as utilities and handover. Tell us which of the three Sarıyers you are drawn to and we will shortlist accordingly.

Frequently asked questions

Is Sarıyer good for families?

Yes, for many families it is one of the strongest choices on the European side. It combines Belgrad Forest and the Atatürk Urban Forest, the Bosphorus shore, university campuses and a range of schools. The trade-off is that inland villa areas need a car, so plan the school run before you choose a house.

Does Sarıyer have a metro?

Yes, the M2 metro has four stations in Sarıyer: İTÜ-Ayazağa, Atatürk Oto Sanayi, Darüşşafaka and Hacıosman. Metro İstanbul lists a 32-minute one-way journey for the whole line to Yenikapı (accessed 2026). The Bosphorus villages on the shore are not on the metro and rely on buses and ferries.

Can foreigners buy property in Sarıyer?

Yes, foreign nationals can buy apartments and villas in Sarıyer through the normal title deed process. Each purchase is checked against military and security zone rules by the land registry. A lawyer should confirm the property's status and zoning before you pay a deposit.

What is the Bosphorus Law and why does it matter?

The Bosphorus Law (Law No. 2960, 1983) protects the historic and natural character of the Bosphorus area and limits building that would raise density. It splits the area into zones with their own planning rules. For a buyer it means fewer new projects on the shore and limits on rebuilding or enlarging older houses.

Which part of Sarıyer is best for renting out?

Apartments close to the M2 in Maslak and Ayazağa are the easiest to let, because tenants working in the business districts can commute without a car. Seaside homes and villas can rent well but to a smaller group of tenants. We do not promise rental returns; ask for real recent lets in the same building.

How do I get from Sarıyer to the Asian side?

By car, the Fatih Sultan Mehmet Bridge at the southern end and the Yavuz Sultan Selim Bridge at Garipçe in the north both cross to Beykoz. By sea, Şehir Hatları lists lines between Beykoz and Sarıyer, İstinye and Çubuklu, and Kadıköy and Sarıyer (accessed 2026).

Is Sarıyer safe in an earthquake?

No district can be called earthquake-proof; what matters is the individual building. Turkey's current earthquake regulation took effect on 1 January 2019 (AFAD). Ask for permit dates and, for older buildings, an independent structural assessment before you commit.

How many people live in Sarıyer?

TÜİK's address-based population results give Sarıyer 344,883 residents for 2025. The district covers about 177 km², much of it forest, so it feels far less crowded than central districts.
