About Beşiktaş

Short answer

Beşiktaş is a strong choice for buyers who want a central European-side home on the Bosphorus with metro and ferry links. It suits owner-occupiers, families and long-term owners; budget buyers and those wanting new gated compounds with gardens should look elsewhere.

Beşiktaş is a sound choice for a buyer who wants to live centrally on the European side, close to the Bosphorus, with real metro and ferry links. It suits owner-occupiers, families who want established schools and universities close by, and buyers who want a home they can let to people working in Levent or the city centre. It suits less well anyone on a tight budget or anyone hoping for a new gated compound with a big garden.

Where it is and how it feels

Beşiktaş runs along the European shore of the Bosphorus and climbs inland to the ridge where Büyükdere Avenue and the Levent towers stand. Beşiktaş Municipality describes the district as fully urbanised, with 23 neighbourhoods. Dolmabahçe Palace (1856), Çırağan Palace (1871) and Yıldız Palace (1898) all sit here, which tells you how long this shore has been a prestige address.

The district feels like two places. Down by the water you have ferry piers, fish restaurants, students and old apartment buildings stepped up the hillside. Up on the ridge you have office towers, shopping centres and newer residence blocks. Most buyers choose one of the two worlds, and that choice drives price, building age and how you will get around.

  • Bosphorus shore Bebek, Arnavutköy, Kuruçeşme and Ortaköy face the water. Views and ferries, but older buildings and strict zoning.
  • Ridge and business district Levent, Etiler and the Gayrettepe side give metro access and newer stock, with heavier traffic.
  • Settled population 165,895 residents in 2025, slightly down from 167,264 in 2024 (TÜİK). A mature district, not a construction zone.

Neighbourhoods inside Beşiktaş

  • Bebek — Bosphorus bay with a ferry pier on the Bebek–Emirgan line; TFF lists waterfront and mansion apartments here.
  • Arnavutköy — small shore village between Bebek and Kuruçeşme with mostly older buildings.
  • Kuruçeşme — narrow strip of shore and hillside; villas and view apartments appear rarely and sell on the view.
  • Ortaköy — the 15 July Martyrs Bridge passes overhead; ferry pier on the Ortaköy–Beşiktaş–Eminönü and Ortaköy–Üsküdar–Kadıköy lines.
  • Etiler — uphill residential area with its own M6 station; popular with families.
  • Levent — business district laid out from the 1950s, with the M2 and M6 interchange.
  • Yıldız and Balmumcu — inland quarters near Yıldız Park; M7 starts at Yıldız and several residence projects sit here.
  • Beşiktaş centre and Abbasağa — market streets, the main ferry pier and the football stadium.

Getting around

Transport is a big part of the appeal. The M2 metro runs along Büyükdere Avenue with stops at Gayrettepe, Levent and 4. Levent; the full line from Yenikapı to Hacıosman takes 32 minutes one way (Metro İstanbul). At Levent you change to the M6, which climbs to Nispetiye, Etiler and Boğaziçi Ü.-Hisarüstü in 7 minutes. From Hisarüstü the F4 funicular, opened in October 2022, drops to Aşiyan on the shore in 2.5 minutes.

For the airport, the M11 line starts at Gayrettepe. When the Gayrettepe section was completed, the Transport Minister gave the journey from Gayrettepe to Istanbul Airport as 30 minutes and from 4. Levent as 35 minutes (NTV, January 2024). The M7 line starts at Yıldız and runs via Fulya and Mecidiyeköy towards Mahmutbey.

On the water, Şehir Hatları runs routes from Beşiktaş to Kadıköy, to the Princes' Islands and along the Golden Horn, plus Ortaköy and Bebek services. For many shore residents the ferry is the commute.

Daily life: shopping, schools, health and green space

Day to day, Beşiktaş works well. Zorlu Center is in the district, and the Beşiktaş market streets cover ordinary food shopping. Boğaziçi University, Galatasaray University and Yıldız Technical University all have campuses here, and Robert College operates in the district. That concentration of education is one reason families stay for decades.

Yıldız Park is one of the largest green spaces in central Istanbul, and the shore promenades add more space to walk. Museums include Dolmabahçe Palace, the Naval Museum and the Painting and Sculpture Museum. For hospitals, check travel time to the one you would actually use: several long-established hospitals, such as Şişli Etfal and the American Hospital, are next door in Şişli.

  • Education Three universities and Robert College in one district; useful for families and for letting to academics and students.
  • Outdoors Yıldız Park, Bosphorus walks and ferry trips instead of long drives at weekends.
  • Parking Older buildings often have none. If you need a car space, put it on your checklist from day one.

Homes you will find and what to check

Most of what TFF lists in Beşiktaş is apartments, from compact units in residence projects such as the Bosphorus Beşiktaş Residences to large family flats in Bebek. We also list a small number of villas, Bosphorus land and one hotel. Examples: 3+1 Residences for Sale at Kempinski Residences Balmumcu, Bosphorus Mansion Apartment for Sale in Bebek 3.5+1 Renovated and 5+1 Villa for Sale in Kuruçeşme, Istanbul with Bosphorus View.

The Bosphorus shore is governed by the Bosphorus Law (Law No. 2960, Official Gazette 22 November 1983). It divides the Bosphorus area into the shore strip, the foreground zone, the background zone and the impact zone, and its stated aim includes limiting construction that would raise population density. In practice that means little new building near the water, and renovation of existing buildings needs care.

  1. Zoning status Ask Beşiktaş Municipality for the zoning status (imar durumu) of the parcel and find out which Bosphorus zone it is in before you agree a price.
  2. Building age and earthquake design Find the permit date. The current Turkish Building Earthquake Code was published on 18 March 2018 and applies from 1 January 2019 (AFAD). Older buildings need an engineer's view.
  3. Listed buildings Historic mansions may be registered as cultural property, which restricts what you can change.
  4. Title and use Check that the title deed shows a residential unit and that the floor plan you see matches the approved project.

Who it suits and who should look elsewhere

  • Buyers who will live in Istanbul and want the metro and ferry at their door.
  • Families who want universities, established schools and parks nearby.
  • Long-term owners who value a district where large-scale new supply is limited by law.
  • Buyers who want to let to professionals working in Levent or the centre.
  • Buyers looking for the lowest price per room; outer districts offer far more space for the money.
  • Anyone who wants a brand-new compound with pools and gardens on the water.
  • Buyers who need guaranteed parking in an older building.

Buying here as a foreigner

Foreign nationals can buy in Beşiktaş in the normal way, through the land registry, after the usual checks. One point foreign buyers ask about is residence-permit registration. The Presidency of Migration Management closes neighbourhoods to new foreign registrations where the foreign population passes 20% of Turkish citizens. In July 2023 it named ten Istanbul districts as closed to new residence-permit applications, and Beşiktaş was not one of them (NTV, July 2023). The list is reviewed, so confirm the status of your specific neighbourhood when you buy.

Some buyers here also look at citizenship by investment. Whether a property qualifies depends on its official valuation, proof of payment and title conditions, not on the asking price alone.

How TFF can help

Our office is in Levent/Esentepe, a few minutes from Levent itself, so Beşiktaş is home ground for us. We arrange viewings, send video tours if you cannot travel, and coordinate the legal and title-deed side with independent lawyers. After the purchase we can help with handover, utilities and finding tenants. If you plan to fly in, we can group viewings so a few days are enough.

  • Video tours Live or recorded walk-throughs, including the street and the walk to transport.
  • Title-deed support We coordinate document checks and the land registry appointment with your lawyer.
  • After-sales Handover, utility subscriptions and help with letting.

Frequently asked questions

Is Beşiktaş a good place to buy property in Istanbul?

For buyers who want a central European-side home with metro and ferry links, yes. Beşiktaş has 23 established neighbourhoods on and above the Bosphorus, three universities and the Levent business district. The trade-off is price and older buildings, so structural and zoning checks matter.

How do I get from Beşiktaş to Istanbul Airport?

Take the M2 metro to Gayrettepe and change to the M11 airport line. When the Gayrettepe section was completed, the Transport Ministry gave the Gayrettepe to Istanbul Airport journey as 30 minutes (NTV, January 2024). From Bosphorus shore areas, add the time to reach the M2.

Is Beşiktaş good for families?

Many families choose Etiler, Levent and the Bebek hillside for the schools, universities and green space. Boğaziçi, Galatasaray and Yıldız Technical universities and Robert College are in the district, and Yıldız Park is one of the largest parks in central Istanbul.

Can foreigners buy property in Beşiktaş?

Yes. Foreign nationals buy here through the normal land registry process. Beşiktaş was not among the ten Istanbul districts closed to new residence-permit applications in July 2023, but the list is reviewed, so check your neighbourhood at the time of purchase with a lawyer.

Why are new buildings rare on the Beşiktaş Bosphorus shore?

The Bosphorus Law (Law No. 2960, 1983) splits the area into the shore strip, foreground, background and impact zones and aims to limit construction that would raise population density. As a result most homes near the water are in older buildings, and renovation needs planning approval.

Which Beşiktaş neighbourhoods are on the water?

Bebek, Arnavutköy, Kuruçeşme and Ortaköy line the Bosphorus, as does the Beşiktaş centre around the main pier. Etiler and Levent are uphill on the ridge, with metro access instead of the ferry.

What should I check before buying an older flat in Beşiktaş?

Check the permit date against the earthquake code in force (the current code applies from 1 January 2019), the zoning status of the parcel, whether the building is listed, and that the title deed matches the flat you are shown. An independent engineer and lawyer are worth the cost.
