About Istanbul

Short answer

Istanbul is Turkey's largest housing market, with 280,262 home sales and 7,989 sales to foreigners in 2025 (TÜİK). It suits buyers who want a city home, a flat to let or the citizenship route, provided they choose the district and building carefully. Those wanting a quiet beach life should look at Bodrum.

Istanbul is a sound place to buy if you want a home in Turkey's largest housing market, with two airports, a growing rail network and the widest choice of homes in the country, from city flats to Bosphorus villas. It suits buyers who want a base to live in, a flat to let, or a purchase linked to the citizenship route. It suits people less well if they want a quiet beach life or a simple, uniform market: Istanbul is many markets in one, and the district you pick matters more than the city.

Where it is and how it feels

Istanbul sits on both sides of the Bosphorus, the strait that joins the Black Sea to the Sea of Marmara. The Golden Horn cuts into the European side and separates the historic peninsula from Beyoğlu. The city covers about 5,461 square kilometres, so "Istanbul" can mean a 19th-century flat above İstiklal Avenue, a tower in Kağıthane or a villa in the Beykoz forest. These are different purchases with different buyers.

The best way to read the city is in bands. The historic core sits around the Golden Horn. The business axis runs north from Taksim through Şişli, Levent and Maslak. Along both shores of the Bosphorus are the old waterside villages. Newer suburbs, built mostly in the last two decades, spread west towards Başakşehir and Beylikdüzü. On the Asian side, Kadıköy and Üsküdar are long-established, with quieter residential areas behind them.

  • Two continents The Bosphorus divides the city. Where you work and where you will cross the water each day matters more than any view.
  • Deep market Istanbul led Turkey in total home sales and in sales to foreigners in 2025 (TÜİK via BirGün, January 2026).
  • District first Prices, building age, rental demand and permit rules change from one district to the next. Choose the district before the flat.

Areas inside Istanbul where TFF works

We do not cover all 39 districts. These are the ones where we list homes and know the streets:

  • Beşiktaş — Bosphorus shore, Bebek, Ortaköy and Levent offices; older stock and high demand.
  • Sarıyer — the upper Bosphorus villages and the forest edge; villas and larger flats.
  • Şişli — the working centre: Nişantaşı, Mecidiyeköy, Bomonti and Esentepe.
  • Beyoğlu — Galata, Karaköy, Taksim and the Golden Horn shore, with new waterfront projects.
  • Kağıthane — inland, between Şişli and the Golden Horn, with metro-linked residence projects.
  • Beykoz — the green Asian shore of the Bosphorus; detached villas and gated compounds.
  • Üsküdar and Kadıköy — established Asian-side districts with ferries to the European side.
  • Başakşehir, Eyüpsultan and Beylikdüzü — newer western and northern districts with larger homes for the money.

Each of these districts has its own guide on our site. Read two or three side by side before you book flights: the differences in building age, transport and price are larger than most buyers expect.

Getting around

Istanbul's traffic is real, so plan around rail and water. The Bosphorus is crossed by the Bosphorus Bridge (1973), the Fatih Sultan Mehmet Bridge (1988) and the Yavuz Sultan Selim Bridge (2016), and underground by the Marmaray rail tunnel (2013) and the Eurasia road tunnel (2016). Ferries still link the two shores and many Bosphorus villages.

Inside the European side, the M2 metro runs from Yenikapı through Taksim, Şişli and Levent to Hacıosman in 32 minutes one way (Metro İstanbul). The M7 runs from Yıldız through Mecidiyeköy and Kağıthane to Mahmutbey in 36 minutes. For flights, Istanbul Airport is on the European side and Sabiha Gökçen on the Asian side. When the M11 reached Gayrettepe in January 2024, the Transport Minister gave the journey to Istanbul Airport as 30 minutes from Gayrettepe and 41 minutes from Taksim (NTV, January 2024).

Daily life

Daily life depends on the district. In the centre you live like a city dweller: corner grocers, weekly street markets, cafés and a pharmacy on every block, with private hospitals and large shopping centres a short ride away. In the newer suburbs life is built around the compound: a pool, security, parking and a car for most trips. On the Bosphorus shore you get ferries and waterside walks, but fewer supermarkets and steeper streets.

Families usually choose by school and commute first, then by the size of the flat. International and private schools are spread across the city, and the school run can decide whether a district works for you. Ask us which schools are realistic from a given address before you fall for a view.

  • Families Gated compounds and quieter districts give space and shared facilities. Central districts give shorter commutes.
  • Professionals Flats near the M2 and M7 in Şişli, Beşiktaş and Kağıthane keep you close to the offices.
  • Water lovers The Bosphorus villages and the Asian shore give ferries and sea air, at a premium and with older stock.

Homes you will find and what to check

TFF's Istanbul listings are mostly apartments, from studios to large family flats, followed by villas. We also list a small number of hotels, plots of land, commercial units and a penthouse. Examples on the site today include 3+1 Residences for Sale at Kempinski Residences Balmumcu and Bosphorus Mansion Apartment for Sale in Bebek 3.5+1 Renovated.

Whatever you buy, the checks are the same:

  1. Title deed Confirm what the deed says the unit is, who owns it, and that there are no mortgages or annotations you do not expect.
  2. Building age and code Ask for the building permit date. The current Turkish Building Earthquake Code was published on 18 March 2018 and came into force on 1 January 2019 (AFAD). Older buildings need a closer look.
  3. Running costs In residence projects, ask for the monthly service charge and what it covers: security, pool, gym, parking.
  4. Permit status of the area If you plan to live in the home on a residence permit, check that the district and neighbourhood are open to new applications.

The full order of steps, from reservation to title deed, is in our buying process guide.

Who it suits and who should look elsewhere

  • Buyers who want a city home with real urban life, work and culture.
  • Investors who want a large, liquid market with many foreign buyers.
  • Families who pick the district carefully for schools and commute.
  • Citizenship-route buyers, since Istanbul offers the widest choice of qualifying homes.
  • People who want a beach and a slow pace: look at Bodrum instead.
  • Buyers who will not visit or check the building: the gap between good and poor stock is wide.
  • Anyone who needs a fixed, predictable price trend: the market moves with currency and policy.

Buying in Istanbul as a foreigner

Foreigners buy in Istanbul through the normal land registry process, and Istanbul was the province with the most home sales to foreigners in 2025: 7,989 out of 21,534 across Turkey (TÜİK via BirGün, January 2026). Russian citizens bought the most homes nationally that year, followed by Iranian and Ukrainian buyers.

For citizenship, the real-estate route requires a property worth at least USD 400,000, with a no-sale annotation on the title deed for at least three years. The threshold was raised from USD 250,000 on 13 June 2022 (Konya Investment Office, Republic of Türkiye). See our Turkish citizenship guide.

If you plan to live here on a residence permit, the district matters. In July 2023 the Migration Administration said ten Istanbul districts were closed to new residence-permit applications: Fatih, Esenyurt, Avcılar, Bahçelievler, Başakşehir, Bağcılar, Esenler, Küçükçekmece, Sultangazi and Zeytinburnu. Neighbourhoods where foreign residents passed 20% of the Turkish population were also closed (NTV, July 2023).

How TFF can help

Servet Property, the company behind Turkey Flat For Sale, works from its head office in Levent/Esentepe, Şişli. We are an independent consultancy for foreign buyers, so we can show homes from many developers and owners rather than one project.

  • Shortlist by district We match your budget and plans to the right part of the city before showing individual homes.
  • Viewings and video tours Visit in person on an inspection trip or see homes by live video from abroad.
  • Title deed and legal support We coordinate the land-registry steps with lawyers and translators.
  • After-sales Help with utilities, furnishing and letting once you have the keys.

Frequently asked questions

Is Istanbul a good place for foreigners to buy property?

Istanbul is Turkey's largest housing market and had the most home sales to foreigners of any province in 2025, with 7,989 (TÜİK). It offers the widest choice of homes and good rental demand in central districts. The right result depends on choosing the district and the building carefully.

Should I buy on the European or the Asian side?

Choose by where you will spend your days. The European side holds the main business districts and Istanbul Airport. The Asian side has Kadıköy, Üsküdar and Beykoz and is served by Sabiha Gökçen Airport. Crossing the Bosphorus daily adds time, so live on the side where you work.

How do I get from central Istanbul to Istanbul Airport?

The M11 metro runs to Istanbul Airport from Gayrettepe. The Transport Minister gave the journey as 30 minutes from Gayrettepe and 41 minutes from Taksim when the line reached Gayrettepe in January 2024.

Can I get Turkish citizenship by buying a home in Istanbul?

The real-estate route requires a property worth at least USD 400,000 with a three-year no-sale annotation on the title deed, a threshold in force since 13 June 2022. Rules can change, so confirm the conditions with a lawyer for your purchase date.

Which Istanbul districts are closed to new residence permits?

In July 2023 the Migration Administration named ten closed districts: Fatih, Esenyurt, Avcılar, Bahçelievler, Başakşehir, Bağcılar, Esenler, Küçükçekmece, Sultangazi and Zeytinburnu. Neighbourhoods above a 20% foreign-resident ratio were also closed. The lists are reviewed, so check the current status before buying.

Is it safe to buy in Istanbul given earthquake risk?

Istanbul is in an earthquake zone, so the building matters more than the brochure. Check the permit date against the earthquake code in force from 1 January 2019, ask for the occupancy certificate and get an engineer's view on older buildings.

What types of property does TFF list in Istanbul?

Mostly apartments, from studios to family flats in residence projects and older buildings, followed by villas in districts such as Beykoz and Sarıyer. A few hotels, plots of land, commercial units and a penthouse are also listed.

Can I buy an Istanbul property without visiting?

It is possible with a power of attorney and video viewings, but we advise at least one visit. Building quality and street-level life vary a great deal, and an inspection trip lets you compare districts side by side.
