About Başakşehir

Short answer

Başakşehir suits families and long-stay buyers who want newer apartments or villas in planned compounds on Istanbul's European side, with M3 metro access, a direct metro link to Istanbul Airport from Kayaşehir and a large city hospital. It suits less well buyers who want sea views or historic central Istanbul.

Başakşehir is a good fit for buyers who want a newer, planned apartment or villa compound on Istanbul's European side, with metro access and family-oriented services, and who are happy to live some distance from the Bosphorus and the historic centre. It suits families, long-stay residents and buyers comparing modern compounds; it suits less well anyone who wants sea views, old-city character or a short walk to Istanbul's nightlife.

Where it is and how it feels

Başakşehir sits in the northwest of Istanbul, on the European side. The municipality places it about 20 km west of the city centre, with Arnavutköy to the north, Eyüpsultan to the northeast, Sultangazi and Esenler to the east, Bağcılar, Küçükçekmece and Avcılar to the south and Esenyurt to the southwest. The northern edge has forest; the Sazlıdere and Ayamama streams rise inside the district.

The district is young in two senses. Administratively it was created in 2008, when areas previously under neighbouring municipalities were brought together and the former Bahçeşehir municipality was folded in. Physically, most of what you see was built from the late 20th century onwards. The municipality's own history page traces it to the Başakşehir mass-housing project launched by the metropolitan administration in the 1980s, together with the İkitelli organised industrial zone, and says growth accelerated through the 2000s.

The registered population shows that growth clearly: the municipality lists 226,387 residents in 2009 and 536,797 in 2025, from the address-based register. For a buyer that means two things. Daily services (schools, clinics, shops) were built with families in mind, and there is still a lot of new supply coming onto the market, which affects how quickly a resale finds a buyer.

The feel is suburban and orderly rather than historic. Streets are wider than in the old districts, buildings are newer, and compounds with security, parking and pools are the norm. You will not get the Bosphorus, old wooden mansions or a café scene like Beşiktaş or Kadıköy. If that matters to you, compare it with Beşiktaş or Kadıköy before deciding.

Neighbourhoods inside Başakşehir

The municipality's population page names the main areas below. Each has a different mix of housing and a different distance to the metro, so treat them as separate markets.

  • Bahçeşehir — the largest and best-known area, with villas, low-rise blocks and newer compounds; many of TFF's Başakşehir listings carry its name.
  • Başakşehir (centre) — the original mass-housing core around the Başak Konutları and Metrokent metro stations.
  • Kayaşehir — newer northern area at the end of the M3, now also on the M11 airport line.
  • Onurkent — between Başakşehir centre and Kayaşehir, served by its own M3 station.
  • Ziya Gökalp and Altınşehir — more mixed areas closer to the İkitelli industrial zone.
  • Kayabaşı, Güvercintepe and Şahintepe — northern and western areas with a mix of housing schemes and older stock.

Getting around

Rail is the main reason Başakşehir works for people who commute. According to Metro Istanbul, the M3 Bakırköy Sahil–Kayaşehir Merkez line is 26.7 km long with 20 stations and takes 44 minutes end to end, running from 06:00 to midnight. The northern part of the line serves the district through stations including Başak Konutları, Başakşehir-Metrokent, Onurkent, Şehir Hastanesi, Toplu Konutlar and Kayaşehir Merkez. The section from Metrokent to Kayaşehir Merkez opened on 8 April 2023.

The M3 also gives you transfers to the rest of the network. Metro Istanbul lists connections at İkitelli Sanayi (M9), Mahmutbey (M7), Kirazlı-Bağcılar (M1B), İncirli (M1A and Metrobus) and Özgürlük Meydanı (Marmaray at Bakırköy). In practice that means you can reach the Marmaray suburban line, and through it the Asian side, without using a car.

The bigger change is the airport link. The Ministry of Transport announced that the final Halkalı–Arnavutköy section of the M11 opened on 19 June 2026 with five new stations, including İbn Haldun Üniversitesi and Kayaşehir, and that Kayaşehir is integrated with the M3. The ministry gives Halkalı to Istanbul Airport as 30 minutes on the completed line. For a buyer who flies often, a home within walking distance of Kayaşehir or another M3 station is worth more than a similar flat that needs a bus or car to reach the metro.

  • Walk to the metro Measure the real walking route from the building gate to the nearest M3 station before you sign. Large compounds can have long internal paths.
  • Airport by rail Kayaşehir connects to the M11 airport line (Ministry of Transport, 2026), useful for owners who live abroad part of the year.
  • Driving Many residents still drive. Check the number of parking spaces assigned to the flat and whether visitor parking exists.

Daily life: health, green space and services

Healthcare is a real strength. Başakşehir Çam ve Sakura City Hospital opened in 2020. Its own website (updated February 2026) describes 2,755 beds, eight hospitals in ten blocks, and a structure resting on 2,068 seismic isolators. For families and older buyers, having a large public hospital in the district is a practical advantage, and the M3 has a station named after it (Şehir Hastanesi).

Green space comes mostly from planned parks. The Başakşehir Millet Bahçesi, a 360,000 m² public garden next to a civic square, opened in November 2018 according to Habertürk's report of the opening; a further "nation's garden" was opened in Kayaşehir at the same time. Inside compounds you usually get landscaped gardens and pools, but check who pays for their upkeep.

The Bahçeşehir lake (Gölet) area shows why planning checks matter here. Sözcü reported in September 2021 that an Istanbul administrative court had cancelled the building permits for a commercial project around the lake in 2020, and that the regional court rejected the municipality's appeal. Disputes like this can change what gets built next to a home, so ask your lawyer to check the zoning plan around any project you consider.

The M11 also stops at a station named İbn Haldun Üniversitesi, after the university it serves. Shops, schools and clinics are spread through the neighbourhoods; ask the developer or seller for the nearest state school and the nearest private school by name, then visit them.

Homes you will find and what to check

TFF's listings in Başakşehir are mostly apartments in compounds, with some villa projects. Sample listings on the site include Mabeyn Bahcesehir and Mevsim İstanbul Bahçeşehir Villas Project. Typical stock falls into three groups: flats in large compounds with pools, gyms and security; low-rise and garden apartments; and villa projects, most of them in and around Bahçeşehir.

  • Earthquake design Ask for the building permit date. Projects permitted from 1 January 2019 fall under the Turkish Building Earthquake Code published in March 2018. For older buildings, ask for any structural report.
  • Title and occupancy Check that the flat has its own title deed for the unit and an occupancy permit (iskan). Off-plan purchases need extra checks on the developer and the permit.
  • Running costs Compounds with pools, security and staff have monthly service charges. Ask for the current charge and the last annual budget in writing.
  • Planning around you Ask what the zoning plan allows on empty plots next to the compound. Long-term projects such as Kanal İstanbul were announced with a route through the district (memurlar.net, December 2017); confirm the current status instead of relying on sales talk.

Who it suits and who should look elsewhere

  • Families who want space, compound facilities and a large hospital nearby.
  • Buyers who want newer buildings rather than older stock in central districts.
  • People who commute by metro or fly often, if the home is close to an M3 or M11 station.
  • Long-stay residents who prefer a quieter, planned suburb to the city centre.
  • Buyers who want a sea or Bosphorus view: look at Sarıyer or Beşiktaş instead.
  • People who want to walk to historic sights, galleries and nightlife.
  • Short-term holiday letting strategies that depend on tourist footfall.
  • Anyone unwilling to check planning and developer history carefully on new-build projects.

Buying here as a foreigner

Foreign nationals can buy in Başakşehir under the general rules of the Land Registry Law. Article 35, as published by the Land Registry and Cadastre Directorate (TKGM), limits foreign individuals to 10% of a district's area open to private ownership and 30 hectares per person nationwide, and excludes military and security zones. These limits rarely affect a single flat, but your lawyer should still confirm the parcel is open to foreign purchase.

Many buyers look at Başakşehir for citizenship by investment because compounds offer homes in a wide range of sizes. Whether a particular purchase qualifies depends on the official valuation and the rules in force on the day of the application, not on the asking price. Read our Turkish citizenship guide and the buying process before you reserve anything.

Frequently asked questions

Is Başakşehir good for families?

For many families, yes. The district was planned around housing schemes and compounds with shared facilities, and Başakşehir Çam ve Sakura City Hospital, with 2,755 beds according to its website, is inside the district. Visit the nearest schools and check the walk to the metro before you choose a specific compound.

How do I get from Başakşehir to Istanbul Airport?

From Kayaşehir you can take the M11 metro, whose final section to Halkalı via Kayaşehir opened on 19 June 2026 according to the Ministry of Transport. Kayaşehir is also the northern end of the M3, so most of the district can reach the airport line by metro.

Is Bahçeşehir part of Başakşehir?

Yes. The former Bahçeşehir municipality was folded into Başakşehir when the district was created in 2008, according to Başakşehir Municipality. Bahçeşehir is now one of the district's main residential areas, known for villas and compounds.

Can foreigners buy property in Başakşehir?

Yes, under the Land Registry Law rules that apply across Türkiye. Foreign individuals cannot buy in military or security zones, and total foreign ownership is capped at 10% of a district's private land and 30 hectares per person. A lawyer checks these points before the title deed transfer.

Which metro line serves Başakşehir?

The M3 Bakırköy Sahil–Kayaşehir Merkez line runs through the district, with stations such as Başak Konutları, Başakşehir-Metrokent, Onurkent, Şehir Hastanesi and Kayaşehir Merkez. Metro Istanbul gives the full line as 26.7 km with 20 stations and a 44-minute end-to-end journey.

Is Başakşehir close to the sea?

No. Başakşehir is an inland district northwest of the city. Buyers who want sea or Bosphorus views usually look at coastal districts such as Sarıyer or Beşiktaş, and accept older buildings or higher prices in return.

What should I check before buying a new-build flat in Başakşehir?

Check the building permit date (projects permitted from 1 January 2019 follow the 2018 earthquake code), the unit's own title deed, the occupancy permit, the monthly service charge and the zoning plan for land around the compound. Off-plan purchases also need checks on the developer's track record.

Does buying in Başakşehir qualify for Turkish citizenship?

A purchase anywhere in Türkiye can qualify if it meets the investment rules in force on the application date, based on the official valuation. The rules change from time to time, so confirm them with a lawyer for your purchase date and read our citizenship guide.
