How to Buy an Apartment in Turkey?

A practical guide for foreign buyers: eligibility, choosing a location and property type, due diligence before a deposit, costs, and how residence and citizenship differ.

Foreign nationals may be able to buy property in Turkey, but eligibility and requirements depend on the buyer's nationality, the property and its location. Ownership passes only on registration at the land registry, so get transaction-specific advice before paying a deposit.

This guide was reviewed against official sources on 9 September 2026.

Can foreigners buy property in Turkey?

Yes, many foreign natural persons can acquire real estate in Turkey, subject to nationality-based conditions and legal restrictions. The official Invest in Türkiye property acquisition guide explains that eligibility may be subject to specific conditions and that restrictions also apply to certain areas and types of acquisition.

Do not assume that a rule described for another nationality, property type or district applies to your purchase. Before committing funds, ask an independent lawyer to confirm your eligibility and the relevant land registry authority to confirm the requirements for the specific property.

Decide why you are buying

A useful search starts with the intended use, not a list of developments.

A primary or year-round home

Prioritise daily practicalities: access, building management, heating and cooling, storage, parking, lift access and a usable floor plan. Test important routes from the actual entrance at realistic times rather than relying on a general district description.

A holiday or part-time home

Ask how the property will be secured, maintained and inspected while empty. In a managed development, find out which services continue outside the main season, which are optional and how recurring charges are calculated.

A rental or investment property

Ask for evidence behind any income or occupancy statement. An area average, an advertised nightly rate or a developer projection is not a documented return for the specific property. Legal rules, management consent, operating costs, vacancy and tax all affect the result.

A property connected to a citizenship application

Do not choose a home just because a sales description uses the word "citizenship". The official requirements must be checked against the buyer, the property, the valuation, the seller and the payment structure. Eligibility to apply is not a guarantee that citizenship will be granted.

Where should you buy?

There is no single best location for every foreign buyer. Compare locations by use, budget, travel pattern, property type and the level of management you need.

  • Istanbul — apartments, branded residences, villas and historic properties; access, building age, street gradient, parking, noise and the view from the named unit can vary significantly within one neighbourhood
  • Bodrum — villas, residences with shared services and seasonal homes; compare road access, wind exposure, distance to daily services, outdoor areas, maintenance, security and what stays open outside summer
  • Çeşme and Alaçatı — for second homes, distinguish the municipality and neighbourhood from the marketing label and review year-round access, infrastructure, approved use and care of the property when unoccupied

A view or resort name should never replace unit-specific documents and a current inspection.

Apartment, villa, resale or branded residence?

ApartmentCheck the independent section on the title deed, the approved plan, net and gross area definitions, lift and parking, common areas and the building management plan. A bedroom count or total area does not show circulation, storage or usable space.
VillaClarify land share, boundaries, approved structures, private and common areas, access rights, pool and garden responsibility, retaining structures and maintenance. A detached look in photos does not establish the legal ownership arrangement.
ResaleConfirm the seller's authority, registered status, occupancy and condition, outstanding management balances, included fixtures and handover condition. Record condition with a dated inspection and inventory.
Off-plan or brandedSeparate project-wide marketing from the terms of the named unit: floor plan, specification, payment schedule, delivery and inspection terms, management documents and a dated service-cost breakdown.

The buying process step by step

  1. Define the brief. Record intended use, preferred locations, budget and currency, timing and essential requirements.
  2. Build a relevant shortlist. Exclude homes that do not fit the location, type or practical needs.
  3. Identify the exact property. Match the marketing material to the building, independent section, plan and current seller.
  4. Inspect the home and documents. Use qualified independent advisers for legal and technical questions.
  5. Agree the terms in writing. Price, currency, payment stages, inclusions, conditions and completion arrangements.
  6. Complete valuation and transaction procedures. Confirm current requirements with the authorities and your advisers.
  7. Register the transfer. Ownership is acquired through registration at the land registry directorate.
  8. Document the handover. Keys, fixtures, meter readings, documents, defects and any post-completion obligations.

Due diligence before paying a deposit

A deposit should follow identification of the property and review of the terms. The depth of checks depends on whether you are buying a completed apartment, a resale villa, land or a unit under construction.

  • Confirm the registered owner and the seller's authority to sell.
  • Match the address, parcel, building and independent section to the property marketed.
  • Check mortgages, liens, annotations, restrictions and rights affecting sale or use.
  • Review approved use, planning and occupancy documents with qualified advisers.
  • Reconcile the floor plan with the actual layout and clarify net, gross, terrace and garden areas.
  • Identify which photos show the actual unit, a show home, a shared facility or a rendering.
  • Request the management plan, current recurring charges, reserve-fund information and any outstanding balance.
  • Review building condition, alterations and earthquake-related information with a qualified technical professional.
  • Record what is included in the sale and the required handover condition.
  • Make sure payment instructions, recipients and refund conditions are clear and independently checked.

The government guide specifically advises checking mortgages, liens and similar restrictions before starting the land registry procedure. The TKGM parcel enquiry service can give basic parcel information, but a public online enquiry is not a substitute for transaction-specific legal review.

What does it cost to buy property in Turkey?

Budget for more than the advertised price. Amounts and who pays them depend on the transaction and current rules, so ask for a dated written breakdown rather than relying on an old percentage from a general guide.

  • Land registry and transaction charges
  • Valuation and document costs
  • Independent legal, technical and translation services
  • Agency or advisory fees where applicable
  • Mandatory earthquake insurance and any additional cover
  • Banking, currency conversion and transfer costs
  • Initial management, utility and handover payments
  • Recurring management, maintenance, insurance and local tax obligations

Ask which amounts are fixed, estimated or property-specific, whether tax is included, when each payment is due and which costs continue after completion. See our guide to buying costs for more detail.

Residence permits and citizenship are different processes

A foreign buyer does not generally need a residence permit to acquire real estate. The Presidency of Migration Management lists ownership of a residence used as a home among the possible grounds for a short-term residence permit application, subject to the applicable requirements and the authority's decision.

The official investment guide states that a foreign natural person may be eligible to apply for exceptional citizenship by acquiring qualifying property worth at least USD 400,000 or its equivalent and placing a restriction on resale for at least three years. This is not "buy a property and receive a passport": the property, valuation, seller, payment trail, annotations and applicant must all satisfy the current rules, and the application is subject to official review.

Warning signs buyers should not ignore

  • Pressure to pay before the property, seller and refund terms are identified
  • Guaranteed citizenship, rental return, resale gain or completion date without supporting documents
  • A mismatch between the title deed, plan, listing, photos and the property shown
  • Unexplained differences between net, gross, enclosed and outdoor areas
  • A project-wide view or facility presented as a feature of every unit
  • Recurring charges described without a current unit-specific schedule
  • Payment instructions that change without a documented, independently verified reason
  • Reluctance to allow independent legal or technical review

Property viewing checklist

A good viewing tests the home against your brief. Ask to see the exact unit where possible and note open questions for written follow-up.

  • Which rooms and outdoor areas belong to the independent section?
  • What can be seen from the living room, main bedroom and terrace?
  • How do daylight, privacy, noise and ventilation change in normal use?
  • Are the lift, parking, storage and entrances practical for the household?
  • Are there signs of moisture, movement, unfinished work or unauthorised alterations?
  • Which fixtures, appliances and furniture are included?
  • What works, fees or management decisions are planned?
  • If the home is seasonal, who inspects and maintains it when you are away?

After the title transfer

Completion should be followed by a documented handover: possession, keys, utility readings, insurance, management registration, recurring payments and responsibility for agreed work. Turkey's Natural Disaster Insurance Institution (DASK) provides information on compulsory earthquake insurance; discuss additional cover with a qualified insurance professional.

Overseas owners need a reliable process for inspections, bills, maintenance and emergency access. If the home will be rented, get current legal and tax advice for the proposed rental model.

How this guide was prepared

This guide was reviewed against the Republic of Türkiye Investment Office's property acquisition and citizenship guidance, the Presidency of Migration Management's residence permit information and the Natural Disaster Insurance Institution's public information. It also reflects TFF's practical framework for comparing a marketing description with unit-specific questions about location, plan, view, condition, management and availability. It is general information and does not replace independent legal, tax, valuation, technical, immigration or financial advice.

Frequently asked questions

Can a foreigner buy property in Turkey without a residence permit?

A residence permit is not a general precondition for acquiring real estate. The buyer's nationality, the property and applicable restrictions still need to be checked for the proposed transaction.

Does a reservation form or preliminary contract make me the owner?

No. Government guidance states that a preliminary contract does not itself transfer ownership. Ownership is acquired through registration at the relevant land registry directorate.

Does every property purchase qualify for Turkish citizenship?

No. A citizenship application has separate property, value, payment, annotation and applicant requirements. Meeting a purchase threshold is not a guarantee of approval.

What should I check on a Turkish title deed?

Have an independent lawyer confirm the registered owner, parcel, building and independent section, the registered characteristics, the land share and any mortgages, liens, annotations, restrictions or rights relevant to the transaction.

Should I rely on the gross square metre figure?

No. Ask for the definition and supporting plan, and distinguish net internal area, gross area, common-area allocations and any balcony, terrace or garden space before comparing homes.

How can I get current property options?

Send TFF your preferred location, property type, budget and currency, intended use, timing and essential requirements through our contact page. Ask for a dated shortlist and verify price, availability and details before deciding.
