It suits professionals, first-time Istanbul buyers and investors looking for modern units let to people who work nearby. It is less suited to buyers who want sea views from the door, historic streets or a quiet village feel.

Where it is and how it feels
Kağıthane lies at the northern end of the Golden Horn, on the European side, along the Kağıthane and Alibeyköy creeks. Its history comes in three layers. In the early 18th century, during the Tulip Era under Sultan Ahmed III, it was a place of court life and pleasure palaces; the Sadabad Palace was built in 1722 and destroyed in 1730 in the Patrona Halil revolt. After 1923 the northern end of the Golden Horn became an industrial zone, and from the 1950s workers arrived from across Turkey and built gecekondu houses, which were later legalised and replaced by apartment blocks (Wikipedia).
The third layer is the one you will buy into. In the early 21st century, Kağıthane was transformed by urban regeneration projects because of its central location and new transport links. On the ground this means residence towers and gated projects with pools and gyms, a few streets away from older four- and five-storey blocks. It is a working, residential district rather than a tourist one.
Central but inland Next to the business districts without the prices of the Bosphorus shore. There is no sea frontage.
New projects Much of the stock for sale is in residence projects with shared facilities and on-site management.
Real neighbourhoods 446,420 people lived here in 2025 (TÜİK). Shops, schools and markets serve residents, not visitors.
Neighbourhoods inside Kağıthane
Kağıthane has 19 neighbourhoods: Çağlayan, Çeliktepe, Emniyet Evleri, Gültepe, Gürsel, Hamidiye, Harmantepe, Hürriyet, Mehmet Akif Ersoy, Merkez, Nurtepe, Ortabayır, Seyrantepe, Şirintepe, Sultan Selim, Talatpaşa, Telsizler, Yahya Kemal and Yeşilce. The ones buyers ask us about most often:
Çağlayan — around the Çağlayan M7 station and the Istanbul Justice Palace.
Nurtepe — on the M7; the Havaist airport bus from Taksim stops at Nurtepe Viyadük.
Merkez — literally "centre" in Turkish, one of the 19 official neighbourhoods.
Seyrantepe, Sultan Selim, Hamidiye, Gürsel and the rest — residential neighbourhoods where the street, not the name, decides the value.
Getting around
Rail is the reason Kağıthane works. The M7 metro runs from Yıldız through Mecidiyeköy, Çağlayan, Kağıthane and Nurtepe to Mahmutbey, 17 stations in 36 minutes one way, with trains every 4 minutes at peak (Metro İstanbul). At Mecidiyeköy you change to the M2 and the metrobüs. Kağıthane station sits on a viaduct and is the transfer to the M11.
The M11 is the airport line. Its first section, between Kağıthane and Istanbul Airport, opened on 22 January 2023 (Istanbul Airport). In January 2024 the Transport Minister test-ran the 3.5 km extension from Kağıthane to Gayrettepe and gave Gayrettepe to Istanbul Airport as 30 minutes (NTV, January 2024). For anyone who flies often, a flat near Kağıthane station is a real advantage. Havaist airport buses from Taksim also stop at Nurtepe Viyadük (Istanbul Airport).
Daily life
Kağıthane is practical. Everyday shopping is local: markets, bakeries, pharmacies and supermarkets in each neighbourhood, with the larger malls of Şişli and the business districts a short metro ride away. The Istanbul Justice Palace in Çağlayan, opened in July 2011, is described as the largest courthouse in Europe (Wikipedia). Expect busy streets around Çağlayan on working days.
Green space has grown. The municipality says the number of parks rose from 49 in 2004 to more than 300, with security cameras and free internet (Kağıthane Municipality). The 27,071 m² Kağıthane Millet Bahçesi opened in May 2025 as one of four new national gardens in Istanbul (NTV, May 2025). The municipality also lists the Sadabad palace sites, the Silahtarağa power station and the Kağıthane City Museum among its heritage sites.
Parks and walks The Millet Bahçesi and the Yeşil Vadi walking and cycling path are listed by the municipality.
Project living Many residence projects have pools, gyms and security on site, which matters more here than street life.
Short commutes Offices in Mecidiyeköy and along the M7 are a few stops away.
District on the deed Confirm the district and neighbourhood written on the title deed, not the name in the brochure.
Permit date The current Turkish Building Earthquake Code was published on 18 March 2018 and came into force on 1 January 2019 (AFAD). Compare the project's permit date with it.
Delivery stage For off-plan units, check the building permit, the payment schedule and what happens if delivery is late.
Service charges Pools, gyms and security cost money every month. Ask for the current charge in writing.
Rental competition In large projects many owners let similar units at the same time. Choose layouts and floors that stand out.

Buying in Kağıthane as a foreigner
Foreigners buy in Kağıthane through the normal land registry process. Kağıthane was not among the ten Istanbul districts the Migration Administration listed as closed to new residence-permit applications in July 2023, though individual neighbourhoods where foreign residents passed 20% of the Turkish population were also closed (NTV, July 2023). Check the neighbourhood at the time you buy.
For citizenship, the real-estate route requires a property worth at least USD 400,000 with a three-year no-sale annotation on the title deed, a threshold in force since 13 June 2022 (Konya Investment Office, Republic of Türkiye). See our Turkish citizenship guide.

Frequently asked questions
Is Kağıthane a good place to buy an apartment?
Kağıthane suits buyers who want a newer flat a few metro stops from the Mecidiyeköy, Gayrettepe and Levent business areas, with the M7 metro and the M11 airport line in the district. It has 19 neighbourhoods and 446,420 residents (TÜİK, 2025). Project quality and exact location vary, so compare carefully.
How do I get from Kağıthane to Istanbul Airport?
Take the M11 metro from Kağıthane station. The Kağıthane to Istanbul Airport section opened on 22 January 2023, and in January 2024 the Transport Minister gave the journey from Gayrettepe, one stop further, as 30 minutes.
Which metro lines serve Kağıthane?
The M7 stops at Çağlayan, Kağıthane and Nurtepe and connects to the M2 and metrobüs at Mecidiyeköy. The M11 airport line starts at Gayrettepe and stops at Kağıthane.
Is Kağıthane good for families?
It can be, especially in projects with on-site facilities, and the municipality reports more than 300 parks. Families who want a detached house, a garden or sea views usually look at Sarıyer or Beykoz instead.
Can foreigners get a residence permit in Kağıthane?
Kağıthane was not among the ten Istanbul districts closed to new residence-permit applications in July 2023. Neighbourhoods can still be closed under the 20% rule, so confirm the neighbourhood with a lawyer when you buy.
Does Kağıthane have a sea view?
Kağıthane is inland, at the head of the Golden Horn, with no Bosphorus shoreline. Some high floors have distant views, but if the sea matters most, look at Beşiktaş, Sarıyer or Beyoğlu.
What should I check before buying in a Kağıthane residence project?
Check the district and neighbourhood on the title deed, the permit date against the earthquake code in force from 1 January 2019, the monthly service charge, and for off-plan units the delivery terms.
